British Broadcasting Corporation Gaza Film Ruled a 'Serious' Violation of Media Regulations, States Broadcasting Watchdog

The public service broadcaster was found to have committed a "significant breach" of media regulations by not revealing that the narrator of a documentary about the Gaza situation was the offspring of a Hamas administrator, as ruled by UK media regulator Ofcom.

An inquiry by the broadcasting watchdog into Gaza: How to Survive a Warzone has determined that the documentary was "significantly deceptive".

The head of the BBC had earlier expressed regret, noting there had been "a serious error in relation to accuracy".

Ofcom has instructed the corporation to transmit a evening announcement about its decisions.

"Given this constitutes a significant violation of our code, we are directing the BBC to air a announcement of our determinations against it on BBC2 at nine o'clock in the evening, with a date to be confirmed," the regulator stated.

'Risk to Erode Credibility'

The regulator's announcement declared: "Our investigation found that the programme's failure to disclose that the voice's male guardian occupied a position in the Hamas-controlled government was significantly deceptive.

"Consequently that the viewers did not have vital facts which may have been highly relevant to their evaluation of the narrator and the details he presented.

"Confidence is at the center of the connection between a television network and its public, particularly for a national broadcasting corporation such as the public broadcaster.

"This oversight had the possibility to damage the significantly high degrees of trust that the public would have put in a factual film from the broadcaster about the Gaza conflict."

The programme was withdrawn from the online platform in last February after the narrator's familial connections came to light, and in July an corporation's own inquiry found it infringed the corporation's journalistic standards on truthfulness.

A corporation official commented: "The authority's determination is in agreement with the conclusions of the internal assessment, that there was a major oversight in the documentary in relation to the broadcaster's journalistic policies on accuracy, which aligns with clause 2.2 of Ofcom's Broadcasting Code.

"We issued an apology for this and we accept the authority's determination in complete. We will follow the directive as soon as the date and wording are determined."
